S2609 Investigation of and Prosecution of Unsolved Homicide Cases

Every jurisdiction has unsolved crimes, and when investigations stall, these cases become “cold.” Led by an assistant prosecuting attorney with 28 years of experience, participants will examine cold case homicides and the unique challenges they present. The instructor will discuss investigative techniques, legal strategies, and courtroom trials, highlighting four cases that were successfully prosecuted despite having reached cold-case status. Attendees will gain insight into how persistence, evidence, and legal expertise can bring resolution to long-unsolved crimes.

Steven Kaplan
Steven Kaplan, an assistant prosecuting attorney with 28 years' experience, is an honors law school graduate. Following his admission to the State Bar, he served as a judicial staff attorney for judges at the Michigan Court of Appeals, and U.S. District Court for the Eastern District of Michigan. Kaplan was the chief cold case prosecutor at the Macomb County Prosecutor's Office and is an adjunct law professor at two Michigan law schools. Kaplan has held local political office for 28 years, including eight years as the West Bloomfield Township Supervisor.
