Can Congress reclaim its intended role in American democracy? This class explores the structural and political challenges that have led to dysfunction and gridlock in the U.S. legislative branch. Participants will examine how partisan divisions, procedural rules, and external pressures have weakened Congressional effectiveness and oversight. We'll also consider reform proposals aimed at restoring balance among the branches of government and ensuring Congress better represents the public interest. Join us for a timely and thought-provoking discussion on how this vital institution might be revitalized.

Jim Townsend
James H. (Jim) Townsend has served as Director of the Levin Center for Oversight and Democracy since 2019. A former Michigan state legislator, Jim also worked as an attorney with Butzel and held senior policy roles for U.S. Rep. Nita Lowey and Sen. Frank Lautenberg. His career spans both the public and private sectors, including work at Ford Motor Company and the Michigan Suburbs Alliance. He brings deep expertise in governance, oversight, and civic engagement to his teaching and leadership.
